Worcestershire County Council is looking to jointly commission a new perpetrator programme with the Office of the Police and Crime Commissioner. This programme aims to fundamentally change perpetrator behaviour to make victims and families safe. To reduce the number of victims, we must reduce the number of perpetrators.

The DRIVE project was launched in 2016, initially piloted in Essex, South Wales and West Sussex. This is now being extended to other pilot areas in England and Wales to grow the evidence base to support interventions and test the results with different demographics. There will be additional information available to test and learn from the replication process. DRIVE is focussed on using an evidence based, intensive 1:1 case management approach in the context of local multi-agency work to create change and reduce the number and severity of incidences of domestic abuse.

Worcestershire has been selected as the pilot site for the West Mercia area.

We would like, at this early stage in the development of proposals, (and prior to formulating any formal procurement opportunity), to seek input from the market as to what the appetite might be for undertaking these services.

The core service provision is to include:

Multi Agency working

Close working relationships with IDVA provision

Referral pathways with MARAC

The County Council intends to hold an open information session on Thursday 25 January 2018 followed by pre booked One to One 15 minute sessions for all interested organisations.
