For a business to reach it's growth goals, the sales, sourcing & delivery function has to be able to operate autonomously of the directors. To achieve these every business needs to be able to identify and promote managers to own the sales performance of their teams.
The default response is often to promote the top biller in the team and spend the next year encouraging them to share. The alternative is to promote the "people person" who has great leadership traits but has poor billings and sees leadership as a way of not having to bill anymore.
Each profile has its pro's and con's, whether they succeed or fail depends on whether a director can harness the positive leadership traits and nurture them over the medium term until the manager grows into their responsibilities.
