Measuring Quality when Admin Data is used to Supplement/Replace Survey data

National Statistical Institutes are increasingly using administrative data for statistical purposes, often replacing survey questions or whole surveys with such data. Because of this, it is important that business areas understand the quality of the administrative data they use and how to report this quality to the users. The Quality Centre have developed guidance for measuring and reporting on quality when administrative data is used to supplement or replace survey data. This was developed from a literature review and case studies that looked at quality changes when moving from a survey to an administrative source. The guidance highlights quality issues to consider before the data are used and throughout the process of producing the output, most issues fall inside the scope of the ESS quality dimensions but some fall outside of it. This presentation will summarise the process of developing the guidance and how it works.
