Both Merseyside and Northern Ireland used the European Union to redefine themselves in the face of the restructuring of the global economy and the end of the Troubles.
After Britain leaving the EU, both regions will have a future uncertain of whether they will return to patterns of neglect by Westminster which had been the catalyst for their embracing of Europe in the first place.
Local, regional and national sovereignty are now, as a result, back on the agenda. What is the future for both regions and where will they be in 20 years?
