MLROs.com are pleased to bring you the second of our regular industry renowned conferences for 2019. Our conferences are always a great value, full-day event, packed with highly topical issues from expert speakers.

We are excited to welcome Brian Lord OBE, Former Deputy Director for Intelligence and Cyber Operations at GCHQ as our keynote speaker for the day.

The delegate fee includes refreshments, lunch and a post-event networking drinks reception, hosted by our friends at Winckworth Sherwood. The conference will be held at their London offices which are located at Minerva House, 5 Montague Cl, London SE1 9BB on Wednesday, 12th June 2019.

The various presentations will be provided to paying delegates electronically post-conference.

The conference will provide delegates with the information to enhance the scope and depth of their knowledge across a broad range of subjects, as well as earn valuable CPD points.

09:10 - 09:55 Where Does Supervision Go From Here?

Following the creation of OPBAS we now have a supervisor of the supervisors for DNFBPs but direct supervision for FIs and Gambling. What does the future hold? We now have a two-tier supervision system. The FCA, for example, regulates FIs directly but OPBAS regulates the regulators. Is this a sustainable regulatory model or should we have a unitary regulator sitting across all the various industry regulators to ensure consistency of application of MLR2017? Would that actually improve the situation for banks and other FIs by bringing, for example, accountants and solicitors under a similar level of focus.

Word coming out of the US is dissatisfaction with the continuous drip of laundromat activity which appears to pervade the European Financial System. Given a currently protectionist approach politically and the fact that the level of fines against foreign banks massively exceeds domestic bank fining, what are the chances of the US imposing additional restrictions on foreign banks conducting dollar clearing due to the perceived risks to the US financial system.

Is this a “tone from the top” issue or something else? If they are blowing the whistle to reporters, without being detected, what are the risks that others are doing the same thing, but to organised criminal gangs to enable them to circumvent your control systems? What can you do about it if they are?

Rapid enhancements to technology, particularly around face and voice recognition, are set to change the way we interact with the financial system. What does a “face-to-face” meeting mean in the digital world? What opportunities and threats does remote contact bring to KYC/Due diligence?

14:15 - 15:00 The Use of UK Entities in Global Laundromats

The UK has a two-fold problem when it comes to money laundering. It is often the final destination for dirty money, but it also provides many of the legal entities that are used throughout the world to launder money. This is a look at recently reported laundromats (Danske, Troika, Russian, Azerbaijani) focussing on the role of UK entities (primarily Limited Liability and Scottish Limited Partnerships) with a view to extracting what we can learn from their use and how we can put that intelligence to effective use.

The Perpetual Challenges of the changing Cyber Security Landscape

The nature of the Cyber Threat landscape continues to shift. It is shifting due a myriad factors: continued technological advancement; environmental and business change, regulatory expectations, and the motivations and opportunities for those who seek to benefit from exploiting our dependence upon technology, whether that is individual, commercial, societal or governmental.

In this presentation, Brian will explain the direction of travel of all of these Cyber actors: state, criminal, terrorism, activism and self-motivated individuals. While Brian’s expertise is not in the field of money laundering, he is a global expert in the evolution of the wider Cyber threat, and will present the threat landscape that will allow the audience to easily contextualise the modern environment against their own areas of professional concern.
