Multi-Agency Cyber Exercise

We all know that Digital Public Services in the UK are under constant cyber-attack. The UK Government has in place a National Cyber Security Strategy aimed at protecting UK Public Services from cyber-attacks. The National Cyber Security Programme (NCSP) is responsible for delivery of that strategy and is working with cross-government partners (such as the National Cyber Security Centre) to improve cyber resilience across UK Public Services.

The seriousness of this challenge means that local government and the wider local resilience community need to build a shared understanding of the implications for local multi-agency partners in responding to a significant cyber incident.

To help with this the National Cyber Security Programme (NCSP) is sponsoring a new Cyber Pathfinders scheme to help the local public service and resilience community navigate their way through the complexities of cyber security and cyber resilience. In particular the scheme is running free of charge a series of Multi Agency Cyber Exercises for local public sector participants running from January 2019 onwards.

Aim:

To build a shared understanding of the implications for local multi-agency partners in responding to a significant cyber incident.

Overview:

This multi-agency cyber exercise will help organisations develop a shared understanding of the implications for Local Resilience Forums when responding to a significant cyber incident. It will provide the opportunity for participants to consider how their well-established inter-agency crisis management procedures support the cyber response. The exercise has been developed in partnership with the National Cyber Security Centre and Cabinet Office Emergency Planning College. Working in teams, participants will reflect on their own organisations cyber preparedness and the wider multi agency considerations when responding to a significant cyber incident.

Objectives:

• Rehearse and examine the implications and impacts of a significant cyber incident on multi agency partnerships (LRFs) during a major incident;
• Consider multi-agency response arrangements in managing the impact of a significant cyber incident and highlight areas of vulnerability;
• Enable responder organisations and LRFs to reflect on their current response and recovery capabilities in managing a significant cyber incident;
• Identify common steps for individual responder organisations and the wider multi-agency (LRF) community in responding to a major incident of this nature.

Working on a significant cyber scenario, participants from across the regional LRF community will have the opportunity to:

• Understand current multi agency crisis management arrangements, and know how to activate, operate and de-activate them;
• Understand and test assumptions underpinning multi-agency crisis management processes having checked that understanding in a range of discussions based on an evolving scenario
• Work together to achieve successful outcomes in a simulated crisis scenario;
• And to consider if the evidence gathered whilst working on the exercise suggest that multi-agency and individual organisation plans and arrangements are likely to be effective

A post-exercise report will be produced for participants, covering key learning points and observations, with recommendations.

Audience:

Senior Executives, Policy Makers and Practitioners from English Local Authorities, Local Resilience Forums, and Public Sector Partners

Senior Executives from public sector organisations responsible for policy making and strategic oversight of cyber security, information or data management, business continuity planning, and incident management handling - especially in Local Authorities; Local Resilience Forums; Warning Advice & Reporting Points; or other Local Public Sector Bodies.

These events, which are free to attend for public service delegates are aimed at Senior Executives from Public Service providers - especially (but not limited to) Local Authorities and Local Resilience Forums or their public sector delivery partners - with responsibility for:

• Cyber Resilience/ Security
• Information Assurance
• Data Management and the impact of GDPR/NIS
• Democratic and Electoral Services
• Business Continuity Planning
• Emergency Planning

Places are limited to 60 participants for each Pathfinder Exercise event and so early booking is advisable.
