The CAA has been actively engaging with central Government and our wider stakeholders on an ongoing basis in order to identify an appropriate framework for the regulation of UAS activity conducted by, or on behalf of non-military state organisations, and has developed a policy position for such operations.

This policy seeks to clarify the regulatory landscape, in order that Operators are able to conduct their operations in a flexible way whilst meeting the applicable regulatory requirements, and to enable the CAA to meet its legal obligations to satisfy itself and the Secretary of State for Transport that all UK civil aviation activities are carried out to the highest safety standards.

The CAA has drafted a Non-Military State UAS Operations Policy for publication. This will set out a flexible, proportionate and adaptable framework to ensure non-military state UAS activities are conducted with due regard to the safety objectives of UK Regulation (EU) 2018/1139 (the Basic Regulation) in addition to UK State Aviation Safety Objectives.
