The latest consultation for R&D incentives was released only weeks ago on Friday June 10th (responses due by 2nd Sept). Beyond the recent announcements in the Budget, the key points include;

Potentially removing of Qualifying Indirect Activities from eligible costs
A change in the definition of Going Concern to the concept of 'a company in difficulty' currently used for EIS and VCT purposes
Improvement to the 'Externally Provided Worker' definition
Further consultation on the removal of the PAYE/NI cap
Inclusion of routine activities undertaken in the capacity as subcontractor
Improved guidance for qualifying production activities
A pilot of an advance assurances for smaller companies
Confirmation that there will be no change to the general definition of R&D and to the qualifying cost base
