Border externalisation systematically violates human rights, with the strategy existing in a legal grey zone and affecting neighbouring countries. The outsourcing of EU borders effectively operates as an outsourcing of coercion, detention, surveillance and control. This has been an ongoing practice, carried out through the building of infrastructure and huge investment in ‘third countries’, implementing preventive measures on behalf of Europe. Locating this conversation in Greece – a country on the edge of Europe that is both an internal border and peripheral country with a complicated relationship to the European north—makes this discussion a pertinent site from which to examine the way the European Union (and its Member States) pushes Europe’s borders beyond its shores.

This guest programme, organised by research group System of Systems with the support of RLS Greece, brings together activists, legal practitioners, artists and researchers to explore the rapid externalisation of Europe’s borders under EU policy, relating these strategies to ongoing colonial practices of extraction and domination.

Rahmane is a senior researcher and political science professor at Leiden University's African Studies Centre. He also runs EPGA, a think tank in Niamey (Niger) that focuses on socio-politcal issues from a political-economy angle. He has worked on the politics of Islam in the Sahel, migration and security issues in West Africa, and develops a research agenda on state-building in the region, past and present.

Angela is an artist based in Berlin who has made experimental video-essays, installations, documentaries and sound pieces since 1985. She studied at the Art Academy in Düsseldorf with Nam June Paik and holds a Ph. D. in Visual Cultures from Goldsmiths University in London.

Muhammad al-Kashef

(human rights lawyer and migration activist)

Muhammad is an Egyptian human rights lawyer and migration activist. He was granted political Asylum status in 2018. He is a member of Watch the Med – Alarm Phone and works as an advocate and an independent consultant researcher on the field of migration policies and on EU affairs with North African countries. He has a long experience on community organising and migratory routes from Africa to Europe. He writes studies and reports for different NGOs and institutions such as EIPR, EuroMed Rights, Rosa Luxemburg Stiftung and 'Border Criminologie' at Oxford University.

Nandita Sharma

(activist scholar)

Nandita is an activist scholar whose research is shaped by the social movements she is active in, including No Borders movements and those struggling for the planetary commons. She is Professor of the Sociology Department at the University of Hawai‘i at Manoa. Along with numerous essays in journals and books, Nandita is the author of Home Rule: National Sovereignty and the Separation of Natives and Migrants (Duke University Press, 2020) and Home Economics: Nationalism and the Making of ‘Migrant Workers’ in Canada (University of Toronto Press, 2006).

System of Systems

System of Systems is a research project – co-founded by Rebecca Glyn-Blanco, Danae Io and Maria McLintock – that uses the format of exhibitions, publications and public programming to address the use of technology and bureaucracy in the asylum seeking process in Europe. SoS sees the importance of a long term commitment to focus not just on the individual migrant experience, but specifically on the system that produces and processes migration, under the pretence of security. By involving artists, architects and designers along with policy-makers, activists and researchers, SoS strives to create a diverse way of critically examining migration processing systems in a way that is accessible to non-specialists. https://systemofsystems.eu/

Το πρόγραμμα, που διοργανώνει η ερευνητική ομάδα System of Systems, φέρνει σε επαφή ακτιβιστές, δικηγόρους, καλλιτέχνες και ερευνητές για να συζητήσουν από κοινού την ταχύτατη εξωτερική ανάθεση των συνόρων της Ευρώπης στο πλαίσιο της ευρωπαϊκής πολιτικής, συσχετίζοντας τις συγκεκριμένες στρατηγικές με τις αποικιοκρατικές πρακτικές των εξαγωγών και της κυριαρχίας που βρίσκονται εν εξελίξει.

Η συζήτηση θα εστιάσει στο πώς η εξωτερική ανάθεση των συνόρων παραβιάζει συστηματικά τα ανθρώπινα δικαιώματα, στο πώς η στρατηγική υφίσταται σε μια νομική γκρίζα ζώνη, καθώς και στους τρόπους με τους οποίους επηρεάζει τις γειτονικές χώρες. Η ανάθεση των ευρωπαϊκών συνόρων σε τρίτους λειτουργεί πρακτικά σαν εξωτερική ανάθεση εξαναγκασμού, κράτησης, παρακολούθησης και ελέγχου. Πρόκειται για μια διαρκή πρακτική, που διεξάγεται μέσα από το κτίσιμο υποδομών και με τεράστιες επενδύσεις σε «τρίτες χώρες», εφαρμόζοντας προληπτικά μέτρα εκ μέρους της Ευρώπης. Ο εντοπισμός της συζήτησης στην Ελλάδα – μια χώρα στην άκρη της Ευρώπης που είναι ταυτόχρονα εσωτερικό σύνορο και περιφερειακή χώρα με μια περίπλοκη σχέση με τον ευρωπαϊκό βορρά – καθιστά τη συζήτηση πεδίο κατάλληλο, από το οποίο μπορούμε να εξετάσουμε τον τρόπο που η Ευρωπαϊκή Ένωση (και τα Κράτη Μέλη της) ωθεί τα σύνορα της Ευρώπης πέρα από τις ακτές της. Το πρόγραμμα στοχεύει να εξετάσει κριτικά τις επιδράσεις της εξωτερικής ανάθεσης των συνόρων ενώ ταυτόχρονα τοποθετεί τέτοιου είδους στρατηγικές ιστορικά, θεωρητικά και πολιτικά.

Ο Αποστόλης Φωτιάδης είναι ερευνητής σε θέματα ευρωπαϊκής πολιτικής. Ζει και εργάζεται στην Αθήνα.

Η Άνγκελα Μελιτόπουλος είναι καλλιτέχνης με βάση το Βερολίνο, που από το 1985 έχει δημιουργήσει διάφορα video-essay, installation, ντοκιμαντέρ και ηχητικά κομμάτια. Σπούδασε στην Καλλιτεχνική Ακαδημία του Ντίσελντορφ με τον Ναμ Τζουν Πάικ και ολοκλήρωσε το διδακτορικό της στις Οπτικές Κουλτούρες στο Πανεπιστήμιο Goldsmiths στο Λονδίνο.

Ο Ραχμάν Ιντρίσα είναι ανώτερος ερευνητής και καθηγητής πολιτικής επιστήμης στο Κέντρο Αφρικανικών Σπουδών του Πανεπιστημίου Leiden. Είναι επίσης υπεύθυνος για το EPGA, ένα think tank στην Νιαμέι (Νίγηρας) που εστιάζει σε κοινωνικοπολιτικά ζητήματα από πολιτικο-οικονομική σκοπιά. Έχει ασχοληθεί με την πολιτική του Ισλάμ στο Σαχέλ, με ζητήματα μετανάστευσης και ασφάλειας στην Δυτική Αφρική και αναπτύσσει μια ερευνητική ατζέντα για την δόμηση του κράτους στην περιοχή, τόσο στο παρόν όσο και στο παρελθόν.

Ο Μουχαμάντ αλ-Κασέφ είναι Αιγύπτιος δικηγόρος ανθρωπίνων δικαιωμάτων και ακτιβιστής με αντικείμενο το μεταναστευτικό. Του παραχωρήθηκε καθεστώς πολιτικού ασύλου το 2018. Είναι μέλος του Watch the Med – AlarmPhone και εργάζεται ως υπέρμαχος και ως ανεξάρτητος σύμβουλος ερευνητής στο πεδίο των μεταναστευτικών πολιτικών και στις ευρωπαϊκές υποθέσεις με τις χώρες της Βόρειας Αφρικής. Έχει μεγάλη εμπειρία στην οργάνωση κοινοτήτων και στις μεταναστευτικές διαδρομές από την Αφρική στην Ευρώπη. Συγγράφει μελέτες και αναφορές για διαφορετικές ΜΚΟ και ιδρύματα όπως το EIPR, το EuroMed Rights, το Ίδρυμα Ρόζα Λούξεμπουργκ και το “Border Criminologie” στο Πανεπιστήμιο της Οξφόρδης. Επίσης, ασχολείται με την ραπ μουσική!

Η Ναντίτα Σάρμα είναι ακτιβίστρια ακαδημαϊκός, η έρευνα της οποίας διαμορφώθηκε από τα κοινωνικά κινήματα στα οποία έχει υπάρξει ενεργή, μεταξύ άλλων κινήματα No Borders και κινήματα που παλεύουν για τα πλανητικά κοινά (planetary commons). Είναι καθηγήτρια στο Τμήμα Κοινωνιολογίας στο Πανεπιστήμιο της Χαβάης στη Μανόα. Ανάμεσα σε πολυάριθμα δοκίμια και βιβλία, η Ναντίτα είναι συγγραφέας του Home Rule: National Sovereignty and the Separation of Natives and Migrants (Duke University Press, 2020) και του Home Economics: Nationalism and the Making of ‘Migrant Workers’ in Canada (University of Toronto Press, 2006).
