Welcome to the PA 2023: Light Touch contracts including practitioners Show & Tell event!

Join us on November 26, 2025 at 10:00-12:00 PM (Europe/London) for an exciting showcase of Light Touch contracts with practitioners sharing their insights and experiences.

Following your feedback, we are delighted to put this session together. Policy Team colleagues Sam Russell will share about the special regime including the legal framework that governs light touch contracts:- the policy intention behind light touch reflections on a possible future "people-focused services" measure which was part of the June 2025 consultation

We will also welcome two practitioners who will provide us with a Show & Tell of how they are approaching light touch contracts in their organisation.

We hope this is a helpful session for those using or starting to use the light touch regime under Procurement Act 2023.

Our speakers

Sam Russell, Cabinet Office

Sam started his commercial career working on public sector recycling and low carbon energy contracts for a supplier. He then moved into the Cabinet Office as a strategy advisor and later joined the Government' Commercial Function in 2021.

Sam has been involved in developing various policies including, the implementation of the UK's procurement commitments in trade agreements, the commercial policy response to the Russian invasion of Ukraine and currently the Procurement Act.

As a senior policy adviser on the Act his main areas are those which cover conditions of participation, preliminary market engagement, technical specifications and conflicts of interests.


Chloe Farquhar, Senior Procurement and Contracts Officer, Torbay Council

Sits in the Commercial Services Team as part of the Procurement Team. Her main category is Children’s Services, however she also works with Adults Services, Public Health and Community Customer Services. Chloe has been in this role for coming up to 7 years and during this time she has always worked within the Light Touch Regime.
