Adrian Sillitoe –

Head of Commercial and Procurement NRTS Programme, Digital Services & Technology, Business Services Directorate, National Highways.

Adrian’s experience spans a number of industries (Public Sector, IT, Telecoms, Finance, Defence, Construction, and Facilities Management), which has provided him with a sound foundation to demonstrate a broad and adaptable skill set delivering value to my Stakeholders. Through his experience Adrian, as a Commercial and Procurement Practitioner,has gained good knowledge of procurement processes, strategic supplier lifecycle management, and contract negotiations, including OJEU, PCR 2015 and now the policies, processes and procedure supporting the PA2023.

At National Highways, Adrian focuses on providing commercial and procurement support for both the ongoing NRTS2 Programme and the upcoming NRTS3 Programme.

Key Highlights:

Pioneering Procurement: We are the first Team at National Highways to implement the Procurement Act 2023, utilising the Competitive Flexible Procedure with Consultation.
Comprehensive Support: Our expertise is in delivering to our Stakeholder Full Contract Lifecycle Management Services for programmes and projects typically exceeding £10 million. Though we still support critical services in the Digital and Technology Tower with much lower values.

Strategic Goals: Dedicated to enhancing quality, accelerating benefits realisation, and maximising the value added by suppliers and partners within the Digital Services directorate and the broader business.
