Richard Hassett

Richard splits his time working as a senior policy adviser on the Act, and working for his primary department, the Crown Commercial Service, where he is supporting the transition from the PCR to the Procurement Act 2023.

Richard's focus in the Act has been on the commercial tools, KPIs, intra UK procurements and the transitional arrangements.

Richard has worked previously in the Cabinet Office, in a number of roles, including spend controls, HMT, what is now the IPA (original MPA), as well as OGC and CCS predecessor organisations.

David Kiltie

Dave Kiltie is a senior policy lead in the Cabinet Office with over two decades of experience in public procurement. He joined the Cabinet Office from the MOD to participate in the EU exit negotiations on public procurement, and helped prepare and take the Procurement Act 2023 through Parliament.

Sarah James

Sarah is a senior policy advisor in the International and Reform Team, which is part of commercial policy within the Government Commercial Function.

Sarah has been part of the Transforming Public Procurement programme since 2019, taking key policy areas such as competitive tendering procedures, direct award and light touch contracts from green paper proposals to provisions in the Procurement Act.

Sarah previously worked for the Ministry of Defence placing contracts ranging from low value urgent operational requirements to high value infrastructure to support the latest technology.
