Holyrood gives birth to digital systems but wasn't designed to. How do I know? I asked the people who designed its processes.
The Foundations of the Digital State is the report of a research project done under the First Ministers Digital Fellowship programme that looks at government digital from a holistic perspective, from in-service, through thinktanks and manifestos, the progamme for government and the legislative programme, parliamentary process and traditional tech tasks of design, develop, test and deploy.
