The Provider Improvement Fund (PIF)

Working with the Liverpool City Region Mayoral Combined Authority and funded by the European Social Fund (ESF) and Strategic Investment Fund (SIF) through the Liverpool City Region Skills and Apprenticeship Hub project, GMLPF is managing the Provider Improvement Fund (PIF).

PIF offers a training and development support programme to local post-16 learning providers.

RoATP Refresh CPD Session

As part of the PIF programme, GMLPF is offering LCR learning providers a half-day CPD session to help them understand and respond to the requirements of the RoATP refresh. The session, delivered by Andy Fawcett of Capability Consulting, is designed to support understanding of the refresh process and the associated quality assurance arrangements and improve providers’ chances of successfully applying to join or remain on the register.

This is a half-day session which is running on the following four occasions:

  • 16 September 2021, 9.30am to 12.30pm
  • 16 September 2021, 1.30pm to 4.30pm
  • 23 September 2021, 9.30am to 12.30pm
  • 23 September 2021, 1.30pm to 4.30pm

Topics covered during the session include:

  • What is RoATP? Why is there a refresh?
  • Who must undertake the process
  • A practical walkthrough of the process
  • Key milestones and timelines
  • Guidance and paperwork
  • Differences between this and previous refreshes
  • Consideration of how providers might respond


This CPD session is free to qualifying learning providers.

To qualify for a free place, you must meet the following criteria:

  • You must be employed by a learning provider who has headquarters and/or training premises located in Liverpool City Region (which comprises the six local authorities of Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral)
  • Your employer should be delivering learning programmes locally to Liverpool City Region employers and learners
  • You must resident in Liverpool City Region but provided your employer is located in the Liverpool City Region, you can be resident in other or surrounding areas

In addition, the learning provider you work for must not have received more than £187,000 in state aid over the last three years. This will be the case for most learning providers. Once you have booked onto a PIF course/CPD session, GMLPF will be in touch to ascertain the amount of state aid your employer has received and go through the relevant paperwork with you.


This training is funded by the European Social Fund and the Strategic Investment Fund. To attend this course free of charge requires you to complete some paperwork before, during and after the training session. You will be assisted to complete this paperwork by GMLPF and the trainer.

If you attend the course and do not complete the required paperwork, then this will incur a charge that is dependent on the number of people booked on the course and the value of the course.

If you book on the course but fail to attend then this will also incur a charge that is dependent on the number of people booked on the course and the value of the course.
