Scottish Government’s emphasis on Scotland’s success being as linked to wellbeing as it is to growth is evident in both our new National Performance Framework and the prominence of prevention in Public Health Reform priorities. The role of Place, Placemaking and Planning in creating successful places that enable wellbeing is well evidenced. Opportunities to frontload the creation of better places within the planning process form an essential part of a whole system approach to promoting wellbeing.


This Planning Skills session invites you learn more about the interventions West Dunbartonshire Council Planning Service are leading, adopting and evolving to create better places. From building better cross-sector relationships to introducing an innovative Place and Design Panel and Elected Member Briefings. We will focus on West Dunbartonshire’s panel one year into being established and broadening to Scotland wide reflections on the contribution of design to creating successful places that promote well-being.


The session will include:

  • the role of a robust pre-app service - collaboration between design team/ architect and planning authority;
  • the learning process and unique approach of West Dunbartonshire’s Place and Design Panel;
  • the motivations for presenting to and sitting on a Panel;
  • examples of added value;
  • links between a Panel and Development Management
  • links between the Panel and Health and Social Care Partnership
  • the value and contribution of WDC SQAP Award winning elected members briefings;
  • what next for developing corporate collaborations?


Success means achieving the delivery of great places with a higher level of certainty for developers and Planning Authorities alike.





Background

West Dunbartonshire Place and Design Panel


The inception of West Dunbartonshire’s Place and Design Panel was to elevate the role that placemaking has in enabling sustainable, inclusive and healthy communities. Stemming from a background of extensive collaboration on regeneration and development projects, the Panel does not seek to replace or duplicate existing mechanisms in the planning process. Instead it aims to secure high quality development through rigorous, early and effective dialogue between all those involved in the development process, providing additional, impartial, expert design review to inform the planning process and to strengthen the position from which we secure high quality development.


Elected Member Briefings

WDCs elected member briefing process works alongside the pre-application service offerred by planning officers and the Place and Design Panel. It highlights issues at an early stage and has facilitated improvements to the quality of development.
