The virtual classroom will take place via Microsoft Teams; for further information on using Microsoft Teams, please see the Defra intranet.

While the workshop is now half of the time of the face to face session, you will need to complete some of the tasks as pre-work from the original session so that no learning is missed, but engagement is maintained.

Description

Policy design and implementation is a critical activity for the Civil Service working with government. You will work with and advise ministers and senior officials and ensure that policies can be developed and implemented effectively.

This topic looks at policy design in an innovative and creative way, giving you a range of tools and techniques that can be applied to all aspects of policy making. You’ll learn how to develop a range of evidence-based options that acknowledge the politics involved and how that can change a policy’s direction.

Learning activities

The workshop focuses on how policies are designed. It will use a live policy issue to build your skills in innovative and creative policy design and implementation. You’ll look at how to scope and define problems, respond to political change and how to factor delivery into the initial thinking on the policy issue.

There will also be a number of pieces of preparatory work to be completed, including online tutorials and a case study. At the end, you’re given an assignment, which is to be carried out with your line manager.

Learning outcomes

After completing this topic, you will:

- recognise the role of innovation in stimulating creative and workable solutions to policy development

- recognise how politics can sway the direction of a policy and what is needed to bridge the gap between strategy and delivery

- be able to appraise options and make recommendations based on evidence, as well as anticipate and resolve delivery issues.
