Scenario

A new Prime Minister has been elected - on the promise of immediate climate action. His first decision? Setting up a Climate Strategy Advisory Board.

Join the Advisory Board to discuss its first case: a large-scale Green Energy Park which will provide energy security, boost jobs and generate exports.

Your task will be to decide with other panel members what to advise the PM. How can the government best use spending, taxation and financial regulation to accelerate the delivery of this project, and contribute to a systems-wide transition to Net Zero?

Format

As a panel, you will review information and advise the PM how to accelerate the delivery of a daring clean energy project that needs a policy push to become reality.

Using a blend of interactive discussion and digital storytelling, this scenario simulation will ask you to consider policy levers in innovative and unexpected ways.

Why should you join?

In a past series of climate risk and climate policy workshops with international policymakers and decision makers in business and finance, two findings have come to the fore:

Decision makers generally understand the seriousness of climate change.
Many struggle to see how more can be done to tackle climate change without generating political opposition or making climate action too costly.

“There's the political conundrum of everybody being worried that what is being proposed now is already politically painful. And if we push harder, there's going to be such a degree of loss of support, that we might end up in a worse place.”

The scenario proposes that another way to think about climate change might be possible: not as a crisis that will be costly to avert, but as an opportunity to transition to another system that might be more sustainable than the one we currently live in.

By participating, you will be able to contribute your expertise and understanding of how to make this shift from ‘crisis cost’ to ‘opportunity to remake the world’ happen.

Results

Group decisions and discussions from 10 sessions conducted between 1-9 November will be presented on Thursday 11 November 15.00GMT on the Chatham House Climate Risk and Security Virtual Pavilion. Registration for that event is available here.

The scenario runs in a bespoke online platform. You can access it via Google Chrome (v55+) and Microsoft Edge (v14+). For the optimum experience, we suggest using Chrome and updating it to the latest version. There is guidance on how to do that here.
