Kate Macey

Kate has been the Standard Contracts Policy Team Lead in the Cabinet Office since 2021, originally joining on secondment from the Competition & Markets Authority and loving the role so much she joined permanently. Kate is passionate about T&Cs and turning policy and law into balanced and pragmatic procurement contracts, and loves working with a wide range of cross-Government stakeholders. In a previous life, Kate was a lawyer - working for Judges in the New Zealand Ministry of Justice, and in-house at a logistics firm.

Richard Hassett

Richard was formally a senior policy adviser on the Act, and is now back working for his primary department, the Crown Commercial Service, as Head of Contracting Policy, where he is supporting CCS in utilising the flexibilities of the Act for the benefit of their customers.

Richard's focus in the Act was on the commercial tools, KPIs, intra UK procurements and the transitional arrangements.

Richard has worked previously in the Cabinet Office, in a number of roles, including in spend controls, as well as HMT, what is now the IPA (originally MPA), as well as CCS’ predecessor organisations.

Lianne Garvey

Lianne is one of the Heads of Policy Delivery in the CCS Commercial Policy Team, which is part of the Strategy, Policy and Governance Directorate in Crown Commercial Service (CCS).

Lianne's current role focuses on supporting CCS categories with the development of contracts for CCS commercial agreements and looking after CCS' standard contract suite.

Lianne has worked for CCS for almost 20 years with 14 years spent in networks and telecoms categories, where she gained a breadth of experience across the spectrum of public sector procurement and contract management disciplines
