Drawing on international research and practical experience - from the Vancouver 2010 Olympics to leading innovative demonstration projects across the UK - Sandra challenges traditional procurement models, making the case for a shift toward system stewardship, co-investment and collaborative service design.
With 75% of local authority spend now focused on people-focused services, Sandra argues that, as values aligned public sector partners, voluntary, community, and social enterprise (VCSE) organisations must be recognised for their inherent social value.
Her work calls for distinct legislation for people-focused services, shifting from:
- Market Purchasing → System Stewardship
- Procurement → Partnership
- Competition → Collaboration
- Process-focus → Purpose-focus
- Transactional → Relational approaches
This seminar will explore how public bodies can move from price-taker to market-shaper* to system stewards - attracting the co-investment needed to support equity, inclusion, and real social outcomes.
