In the wake of the Grenfell Tower tragedy, the Building Safety Act 2023 introduced new requirements to ensure that anyone involved in building work is competent and accountable. As part of this, the Construction Leadership Council (CLC) is developing Competence Frameworks across all construction occupations – setting out the skills, knowledge, experience and behaviours (SKEBs) required, along with clear routes to competence.

For plant-based occupations, this programme is being led by the Plant Sector Representative Organisation (PSRO), project-managed by the Construction Plant-hire Association (CPA) and supported by an employer-led Technical Review Group to ensure robust, sector-wide consultation.

Phase 1 – Plant Operators – is now complete, and a public consultation is underway. The draft framework is available to view via the PSRO website.

To help employers understand what the Competency Frameworks Programme involves, what’s coming next, and what it means for your business, PSRO will be hosting a one-hour webinar. This is also an opportunity to give feedback before Phase 1 goes live.
