Description

Havering Council is consulting on proposals to bring in property licensing schemes for privately rented accommodation.

In 2018 Havering Council introduced a scheme requiring smaller house of multiple occupancy (HMO), to be licensed in 12 of the 18 wards, in the borough. The Council is successfully delivering this scheme operationally. The consultation is for extending licensing to cover smaller HMO’s in the remaining 6 wards: Cranham, Upminster, St Andrews, Emerson Park, Hacton and Hylands.

To also introduce licencing of properties let to single households in Romford Town and Brooklands Wards.

If this scheme is introduced, then private landlords will have to apply for a licence to rent all HMO’s. HMO’s are residential properties that are occupied by 3 or more persons forming 2 or more households

The Council is also considering proposals to require rented property in Romford Town and Brooklands wards to have a licence. This will include property to be rented to one family or households or two unrelated people

OBJECTIVES.

• to reduce anti-social behaviour in the private rented sector
• Improve property standards to make sure more landlords manage their properties more responsibly
• Provide more protection for privately rented tenants

It is proposed that the schemes run for 5 years
