Description
Public interest led development occurs when the public sector plays an important leadership role in driving forward major development to produce greater benefits for all.
This seminar is bringing together public and private sector to look at public interest led development, what it is, how it can be achieved and the roles that each sector play.
Case study examples will be used to illustrate what can be achieved through public interest led development. Followed by discussion about how it can be done, tools and mechanisms.
There will also be opportunity to participate in q & a sessions with speakers and case studies to find out first hand how they have used public interest led development to drive new and regenerated development across Scotland.
This seminar is to encourage discussion around the Land Lines discussion paper ' The Delivery of Public Interest Led Development in Scotland,' written by Steven Tolson and Archie Rintoul.

Jonathan Guthrie, Director for Strategic Public Partnerships, Robertson Group
Jonathan has been working for the Robertson Group since November 2016. Robertson’s is one of the largest independently owned construction, infrastructure and support service companies in the UK. Jonathan's role involves the creation, development and maintenance of productive partnerships with the public sector. He manages the contact point with key public partners and helps to develop strategies that deliver clients objectives.
Steven Tolson, FRICS
Steven Tolson is a Fellow of the Royal Institution of Chartered Surveyors and Registered Valuation Surveyor. Steven specialises in housing including residential development, investment and regeneration and also works as a consultant providing advice to a range of private, public and 3rd sector clients. He is a past Chair of the Royal Institution of Chartered Surveyors in Scotland and has for over 25 years held academic teaching and examining posts at a number of Scottish Universities. Steven's recent work includes community regeneration action planning, housing for older people, and a comprehensive study on co-housing. Steven is an author and writer of guides and reports on a range of built environment subjects.
David Adams, Scottish Land Commissioner
David holds the Ian Mactaggart Chair of Property and Urban Studies at the University of Glasgow. He has researched and published widely on urban land problems and is particularly interested in resolving ownership constraints to urban development and tackling land vacancy and dereliction. He was previously an adviser to the Land Reform Review Group, working especially on the analysis of housing and urban land markets. He is professionally qualified as Fellow of both the Royal Town Planning Institute and the Royal Institution of Chartered Surveyors.
Mike Galloway, Dundee City Council
Mike is Director of City Development at Dundee City Council. His professional interests include urban design, urban regeneration, urban liveability and establishing good and positive working relationships between the professions and between public and private sectors in order to improve the process and product of urban development and management. Mike is leading the £1billion transformation of Dundee City Waterfront
John Hamilton, CEO Winchburgh Developments Ltd
Winchburgh Developments Ltd became the lead developer funding a first phase of 550 houses and retail area from 100% equity. The project includes some 3,500 houses, a variety of public facilities and commercial premises on 347 hectares around the village of Winchburgh.
Richard Millar FICE, Scottish Canals
Richard is Director of Infrastructure at Scottish Canals and a Fellow of the Institution of Civil Engineers. His current remit covers caring for the heritage and environment of the nation's 250-year-old inland waterways, as well as project development, fundraising, and the promotion of marine and canal-led tourism.
Since joining the organisation in 1999, Richard has worked on a number of high-profile projects, including the Millennium Link - an £83.5 million scheme which saw Scotland's canals returned to a navigable state for the first time since the 1960s - the regeneration of the Lowland Canals as a visitor destination; the development and operation of the Falkirk Wheels; and the creation of Pinkston Watersports. Most recently, he played a pivital role in the creation of the Helix - a £43 million project which transformed underused land between Grangemouth and Falkirk.
Tom Flanagan, Perth & Kinross Council
Tom is Interim Head of Economic Development at Perth & Kinross Council. He is a leader with strategic vision, a partnership ethos and has a committment to improve places for a more prosperous and sustainable future. He is experienced in leading major regeneration and growth programmes including City Deal, Growth Deal and Starter Homes. In his current role Tom is responsible for leadership, professional direction and effective management of all functions relating to and including business development, estate, commercial property development, inward investment, European funding, city development, Smart City and roads infrastructure.
Mark Richardson, Ristol Counsulting Limited
