Race Equality Programme
Liverpool City Region Combined Authority (LCRCA) is currently delivering a transformational Race Equality Programme, which seeks to meet the Metro Mayor, Steve Rotheram’s vision of “tackling systemic injustice and inequality and driving forward positive change for our Black, Asian and Ethnic Minority employees and residents - influencing the partners we work with to do the same”. The Programme has recently secured £3.6m of funding to deliver projects to meet this vision and is supported by a Declaration of Intent, signed in March 2021, which is a public facing organisational commitment to race equality.
Race Equality Learning & Development (L&D) Collaboration Project
The Liverpool City Region (LCR) Local Authorities and LCRCA are embarking on an exciting and crucial project to develop a high-quality bespoke race equality training product, with the aim of training all 22,000 Local Authority staff and building our collective level of racial literacy and inclusivity. It is hoped this training investment will create a ripple effect across our entire operations in the Liverpool City Region, contributing to a more inclusive working environment and to drive equality of outcomes for residents through the services we offer.
The project is ambitious, we would like to train everybody across a two-year delivery period face to face (or via a COVID-19 safe medium) and want to ensure the materials created are retained exclusively by our Local Authorities to ensure we can continue to amplify the voices of our Black, Asian and Minority Ethnic communities and evolve the course over time in line with our long-term commitment to strive for racial equality. Local Authority officers and focus groups with staff from Black, Asian and Minority Ethnic backgrounds has confirmed there is an appetite for the learning experience to cover concepts such as structural racism, positive action, privilege and micro-aggression, which are not addressed under our current Equality Act 2010 focused e-learning. The overarching objective is for this learning experience to be both innovative and impactful.
Market Engagement Events
LCRCA is looking to commission suitable consultants or organisation(s) from across the Liverpool City Region (LCR) and beyond to be considered for the development of the Race Equality and anti-racism training course and materials as well as delivery of the first phase of training rollout as part of the Race Equality L&D Collaboration project.
We are seeking to engage with potential interested parties to discuss the project and provide additional information about the upcoming tender opportunity, which we intend to release in the coming weeks. To this effect we will be holding two market engagement events on the 26th January and 1st February 2022. There is also a questionnaire attached for potential bidders to provide feedback around our proposals – which we may use to optimise the brief before formally issuing the tender opportunity. We encourage prospective bidders to complete this questionnaire so we can take account of your views and expertise.
LCRCA welcomes any parties that also wish to apply as a consortium.
