RES Presents 2018, the Royal Economics Society in conjunction with the University of Sussex:

‘Effective policing: what can we learn from economics?’

Police forces play a fundamental role in providing safety to society ­and economists are increasingly working with them to help deliver that objective more effectively. This public debate will cover a wide range of issues around policing: funding the police in England and Wales; tackling anti-Muslim hate crime in Greater Manchester; police use of force, including non-lethal weapons; and lessons from fighting crime in the United States and Latin America.

Participant Bios:

Professor Richard Disney

Richard Disney is currently a Professor of Economics at the University of Sussex. He has previously also worked as a Professor of Economics at the University of Nottingham, the University of Kent at Canterbury and at Queen Mary College London. He has previously been a member of Senior Salaries Review Body, NHS Pay Review Body and was a Member of Senior Sector Review of police funding within the Home Office. He was also an Adviser to Sir Thomas Winsor's Review of the Remuneration of the Police and was a Member of Fixed Cost Assessors Group examining legal fees. Past consultant to World Bank, IMF, OECD, ILO, HM Treasury, DWP, DTI and other governmental organisations; mostly on pension and labour market issues.

Jeffrey Grogger

Jeffrey Grogger is the Irving Harris Professor in Urban Policy at the University Of Chicago Harris School Of Public Policy and has authored dozens of scholarly articles focusing on problems of low-income populations. An applied microeconomist, he has worked on issues including crime, education, migration, and various aspects of racial inequality. He is a leading authority on social insurance programs and on US welfare reform. Grogger received a PhD in economics from the University of California, San Diego. Before joining Harris, he taught at the University of California, Los Angeles, and the University of California, Santa Barbara. He has served as a coeditor of the Journal of Human Resources, as Chair of the National Longitudinal Surveys Technical Review Committee, as a research associate for the National Bureau of Economic Research, and as a research fellow with the Institute for the Study of Labor.

Laura Jaitman

Laura Jaitman is the G20 Finance Deputy at the Argentine Ministry of Treasury. In this role, Laura leads the G20 Finance Deputies under Argentina's G20 Presidency. Laura is responsible for the direction of work across a broad range of topics including the global economy, international financial architecture, financial regulation and international taxation. Laura also has carriage of advancing the Presidency's priorities of the future of work and infrastructure. Previously she was an Economist at the Research Department of the Inter-American Development Bank (IDB). Her principal areas of research are the economics of crime, development economics, and political economy. Before joining the IDB, she worked for a decade as a consultant to the World Bank, the IDB, and J-PAL in the evaluation of public policies in different countries of Latin America. Laura Jaitman holds a Ph.D. in Economics from University College London. Her work was published in international peer reviewed journals such as the Economic Journal, and the Journal of Economic Behavior and Organization, among others.

Tom Kirchmaier

Tom Kirchmaier is Professor of Governance, Regulation, Risk and Compliance at the Copenhagen Business School, and a Research Economist at the London School of Economics. His academic research relates to using large firm level datasets to improve the productivity and effectiveness of firms and other public organisations. Tom is also working on an array of questions around the economics of policing and crime.
