The question of repatriation is a polarising one, and the full range of issues is rarely understood. With mounting pressure on governments to take back their citizens, this talk examines the individual-based and protection-based considerations that are likely to weigh with decision-makers.

Speaker Bios:

Jonathan Hall KC is the fourth statutory Independent Reviewer of Terrorism Legislation (in succession to Lord Carlile KC, Lord Anderson KC and Max Hill KC), appointed by the Home Secretary in 2019 and re-appointed in 2022. He was called to the Bar in 1994 where he undertook government and law enforcement litigation before all the courts of England and Wales, as well as the European Court of Human Rights, and in inquiries and inquests, with a particular focus on national security. He took silk in 2014. As Independent Reviewer he has produced 4 lengthy annual reports (the most recent of which concentrates on online terrorism), plus three standalone reports on managing terrorist offenders, terrorism in prisons, and counter-terrorism sanctions. He has published widely, given evidence on numerous occasions to Parliamentary committees, and appears regularly in print and broadcast media. With some 40 years’ experience of the public, private, regulatory and charitable sectors, Moira Andrews’ early career was in private practice as a solicitor in Scotland and the City of London. She joined the government as a legal adviser in 1995 working in investigations and enforcement at the then Department of Trade & Industry. She joined the Foreign, Commonwealth & Development Office in 1998 specialising in national security and counterterrorism. From 2006 to 2009, she was seconded to the Crown Prosecution Service as Head of International, before returning to the FCO until 2011. Moira currently pursues a range of business, government and academic interests including: Visiting Professor, King’s College London Department of War Studies; Lord Chancellor's Advisory Committee on Justices of the Peace; and the Advisory Council to the National Records and Archives.
