This seminar will look at the importance of understanding the public contracts framework and levels of an engagement. Competition principles, what they are and why, and the regulatory and legislative context will be explored. The seminar will provide delegates with an update on competition reforms of the Directives, the principles and contributories, as well as efficiency and effectiveness, SME access and levelling the playing field.
The RIBA Ten Principles for Procuring Better Outcomes will be detailed, including advice on encouraging consortia bid from smaller practices, tips on consultant capability assessment, and selection of suitable building contracts.
Competitive bidding and the bid itself will be explored, including dos and don’ts on practices strengths and weaknesses, content and tone of responses to a tender invite, and identifying pass/fail areas, as well as understanding learning opportunities from the tender evaluation stage and feedback.

The final part of the seminar will look at the future of procurement. The question of how change in procurement culture with better competitive processes and practices can be embedded, will be addressed by the speaker and delegates.
Speaker: Walter Menteth, Walter Menteth Architects
With over 30 years’ experience in practice, Walter is director of Walter Menteth Architects, RIBA National Councillor, and a part-time senior lecturer. Between 2011 -2013, he was Chair of the RIBA Procurement Reform Group. He is director of Project Compass CIC, a UK procurement intelligence service for clients and architects, providing free and easy access to procurement notices, guidance on the regulations and procedures for procurement, along with real time market research and analysis. He is author of Project Compass Report on Garden Bridge Procurement, and co-author of Public Construction Procurement Trends 2009-2014.
