This RIGHTS-TO-UNITE hybrid event in year two of the five-year European Research Council (ERC) project provides peer feedback for the first theoretical concept paper, which is based on the first Working Paper and subsequent work partially presented at the 2025 conference of the Council of European Studies (CES) and of the University Association of Contemporary European Studies (UACES). The concept paper will identify different categories of EU-derived rights applicable in comparator countries (Czech Republic, Georgia, Ireland, Northern Ireland, North Macedonia, Sweden), among others, specifying how these rights can be utilised through judicial or agency-based enforcement or in political processes and societal communication. The theoretical concept paper provides a theoretical frame for answering two research questions:
1) How can law enable societal interaction? What is the specific character of interacting through practical usage of rights?
2) What are the preconditions for the functionality of integration through rights in a multi-polar entity such as the EU? Can similar functions be fulfilled through EU neighbourhood law?
This provides the basis for qualitative research (for more detail see research programme, p 8).
