The Register of Apprenticeship Providers (RoATP) is a list of organisations eligible to receive funding to train apprentices.

Announcements have started to be made regarding the Register of Apprenticeship Training Providers (RoATP) which will open in phases from Dec 2018.

You may be new to the RoATP application process, you may currently hold a place on the register or be interested in applying to join. This event will give you all the information and support you will need to go forward with your application.

The first group of providers being invited to submit applications to the RoATP are those that are not currently registered on the list. The good news is that there is no deadline and the portal will remain open. New providers will get 2 chances over a 12 month period to make an application. The ESFA will take up to (and in some cases over) 12 weeks to assess applications with feedback provided if unsuccessful.

New to the RoATP register? What to take into account at this stage;

Here is a snapshot of the considerations you need to be making and the paperwork you need;

  1. You need to have a UK based business address.
  2. Valid Information Commissioner’s Office Registration Number for education and training.
  3. Every training provider will need to ensure they have a UK Provider Reference Number (UKPRN).
  4. You must not have an inadequate Ofsted grade for apprenticeships in your Ofsted report.

If you are considering applying as a main provider or employer route (see below) you must have been actively trading for at least 12 months with a financial paper trail to support this, be able to train apprentices in the first 12 months of joining the register and a management structure competent in developing and delivering training.

Consider which route you will be taking;

  1. Main provider route. Do you deliver apprenticeship training for employers who use the apprenticeship service to pay for training?
  2. Employer Provider Route. Are you an employer who will directly deliver training to your own employees or those of connected companies and use the apprenticeship service to pay for apprenticeship training?
  3. Supporting Provider Route. Are you an organisation that will enter into subcontracts with main providers and employer providers to deliver apprenticeship training? You must have been actively trading for a minimum of 3 months.

Only ‎providers that meet the tougher registration requirements can access government funding. The‎ move follows a review of the RoATP, taking on board valuable feedback from provider representative bodies, providers and employers, and forms part of the Government’s continued commitment to improving the quality of apprenticeship training.

To secure a place on the RoATP, providers and employers must now prove they have actively traded for 12 months, are financially stable (evidenced by their financial information), skilled and are able to deliver quality apprenticeship training, before they apply, rather than when they begin delivery.

The 3-month trading history requirement for supporting providers has been retained to enable new providers to build a delivery track record.

Acting on feedback from the sector, the register will open for applications on 12 December 2018 and will remain open throughout the year, with no closing date. This means providers can apply when they feel they are ready and can prove they have the appropriate capacity, capability and skills in place to meet the registers robust entry requirements. Two applications in a 12 month period will be allowed.

ESFA is also considering the introduction of provider earnings limits and in the coming months, will be seeking views from the sector on these. The limits will ensure control, not just for quality reasons but the potential size and expansion of providers.

Why you should attend: Tougher rules will ensure providers deliver high-quality apprenticeships

Register of Apprenticeship Training Providers redesign. The new register requirements:All organisations delivering apprenticeship training must be on the RoATP. By August 2019, it will be a funding rule requirement for all subcontractors delivering apprenticeship training to be listed on the RoATP including those delivering less than £100k a year as a subcontractor.Main providers and employer providers must directly deliver apprenticeship training.

Employers and providers that only want to operate as a subcontractor will need to apply to become a supporting provider.Providers not currently listed on the RoATP and want to be an apprenticeship training provider may apply when the RoATP re-opens for applications from 12 December 2018.

As the register is now open throughout the year, with no closing date, providers only need to apply at the point they are ready to deliver. All providers currently on the RoATP will have to go through the new process; we will invite them to re-apply in phases during 2019.Supporting providers (subcontractors) can only receive funding of up to a maximum of £500,000 per year, and this is limited to £100,000 in their first year if they have no recent history of apprenticeship delivery.
