NPPF - Rural Planning

Are you aware of the key changes to the National Planning Policy Framework? Would you like to increase your knowledge of these changes?

Key changes to the National Planning Policy Framework (NPPF) in 2018 have reinforced government objectives for the planning system whilst clarifying the intention of national policy in the light of decisions by the courts since 2012. The revised Framework has introduced several new considerations whilst adding emphasis to others.

This seminar will offer in depth knowledge of the NPPF, its structure, intent and interpretation, which can be fundamental to the advice given to clients as the basis for assessing the potential of development and delivering successful outcomes. This will include a particular focus on the implications for rural development, such as conversion of rural buildings, diversification, and residential development, and will also include some Case Study examples. The seminar will cover the relationship between the Framework, development plans and the National Planning Policy Guidance online resource as well as an overview of key parts of the Framework.

Speakers

Graham Bloomfield, DLP Planning Ltd
Graham is currently an Associate Director at DLP Planning in Bedford and is involved in a wide range of projects utilising his planning application and development management experience across a range of proposals throughout East Anglia and the South East together with planning appeal work and a series of Local Plan promotions and representations. He is a chartered town planner with over 16 years’ experience across a range of sectors including local government, planning consultancy, urban regeneration company, housebuilder and developer roles, predominantly within the East of England.

Graham began his career with Broadland District Council with experience acting for the Broads Authority and expertise in agricultural development including prior approval and the functional and financial tests for agricultural workers dwellings. Within a subsequent role for a multi-disciplinary consultancy, Graham was the key planning contact for their rural division and provided specialist planning advice on rural development and diversification proposals. Graham also delivered several planning permissions in the rural tourism and leisure sectors and won an early appeal decision following the introduction of permitted development rights for the residential conversion of agricultural buildings
