Asiantaethau Sgrîn mewn Cenhedloedd Bach: Llunio a Darparu Polisi Diwylliannol

Mae asiantaethau sgrîn wedi dod i'r amlwg fel un o bileri amlycaf ymyrraeth a ariennir yn gyhoeddus ac fel llwybr i wneud diwydiannau ffilm a theledu cynhenid yn gynaliadwy, amrywiol a chystadleuol. Er gwaethaf eu rôl sylweddol o ran creu a dosbarthu cynnwys sgrîn, fe’u hanwybyddwyd i raddau helaeth mewn ysgolheictod am ddiwydiannau sgrîn. Rydym yn gwneud iawn am yr absenoldeb hwn yn ein prosiect, Screen Agencies as Cultural Intermediaries, a ariennir gan AHRC, gan angori ein dadansoddiad yn fframwaith ymchwil y cenhedloedd bach a datblygu astudiaeth gymharol o asiantaethau sgrîn mewn sawl gwlad fechan gan gynnwys: Gwlad Belg a Croatia.

Ar adeg o darfu ar fodelau busnes traddodiadol (Johnson, 2019; Lobato, 2019), rydym yn dadansoddi sut mae asiantaethau sgrîn yn y gwahanol wledydd hyn yn cael eu trefnu ac yn gweithio i flaenoriaethau, cyfleoedd a heriau newydd yn y sector. Er enghraifft, mae ein hymchwil yn dangos bod strategaeth sy'n dod i'r amlwg ar gyfer nifer o asiantaethau sgrîn yn newid i ffwrdd o ddulliau cefnogi sy'n seiliedig ar brosiectau i ddyrannu cyllid yn gynyddol i gefnogi entrepreneuriaeth ddiwylliannol ymhlith cwmnïau sefydledig a chwmnïau newydd. Mae hyn yn arbennig trwy ymgysylltu ag asedau eiddo deallusol y tu hwnt i ffilmiau neu gyfresi teledu. Mae'r strategaeth hon yn cyfreithloni eu gwerth ymhellach fel asiantaethau cymorth cyhoeddus, ond mae'n arwain at risgiau cysylltiedig ar gyfer eu cenhadaeth ddiwylliannol.

Mae ein dadansoddiad yn rhoi cipolwg ar yr ymyriadau lefel meso gan gyfryngwyr diwylliannol a gwneuthurwyr blasu mewn cyfnod o darfu. Trwy ei waith cymharol, rydym yn dadlau bod gan entrepreneuriaeth, cynaliadwyedd ac amrywiaeth briodweddau penodol yn y dirwedd polisi diwylliannol y mae asiantaethau sgrîn yn byw ynddi mewn cenhedloedd bach.

Screen Agencies in Small Nations: Shaping and Delivering Cultural Policy

Screen agencies have emerged as one of the most prominent pillars of publicly funded intervention and as a route to making indigenous film and television industries sustainable, diverse and competitive. Despite their significant role in the creation and circulation of screen content, they have been largely overlooked in scholarship about screen industries. We redress this absence in our AHRC-funded project Screen Agencies as Cultural Intermediaries, anchoring our analysis in the small nations research framework and developing a comparative study of screen agencies in several small nations including: Wales, Northern Ireland, Scotland, Ireland, Denmark, Belgium and Croatia.

At a time of disruption to traditional business models (Johnson, 2019; Lobato, 2019), we analyse how screen agencies in these different countries are organised and work to new priorities, opportunities and challenges in the sector. For instance, our research demonstrates that an emerging strategy for a number of screen agencies is a shift away from project-based modes of support to increasingly allocating funding to support cultural entrepreneurship among established and start-up companies. This is particularly through engagement with intellectual property assets beyond films or television series. This strategy further legitimises their value as public support agencies but brings with it associated risks for their cultural mission.

Our analysis provides insight to the meso-level interventions by cultural intermediaries and tastemakers in an era of disruption. Through its comparative work, we argue that entrepreneurship, sustainability and diversity have particular properties in the cultural policy landscape that screen agencies inhabit in small nations.
