Over the last six months we have been writing to parents and carers of children and young people with SEND in Surrey who benefits from the council’s travel assistance to get them to their school, college or placement. Since our last round of engagement events we have been focused on developing a new policy for SEND Travel Assistance’, and further refining our proposals for the future of SEND travel assistance (previously SEND transport).

From October 2017, Surrey County Council is planning an exciting new model of SEND Travel Assistance to support children and young people to get to school, college, or placement. Our new approach, we hope, is designed to meet the needs of children and young people better, and to offer a broader range of assistance to families through a commitment to a two-way collaborative way of working with you.

The proposed changes to travel assistance are outlined in a proposed ‘Draft SEND Travel Assistance Policy for Children and Young People with SEND 0-25yrs’ which is now available to view on the council’s consultation website: www.surreysays.co.uk. Simply search for ‘SEND Travel Assistance’.

Our draft policy sets out the proposed future arrangements for working jointly with parents/carers. The policy explains the new ‘travel assistance’ offer for children and young people aged 0-25 who have an Education, Health and Care Plan (EHCP) or a Statement of Special Educational Needs (SSEN).

The council is committed to supporting our residents when and where appropriate through a variety of ‘assistance’ options. We recognise that very child is different, and that every family situation is unique. Therefore, while the council expects that this draft policy will apply to nearly all children and young people with SEND, there are processes in place to respond to exceptional needs. Please see the draft section on ‘Advanced Needs Protocol’ in the draft policy document for more information.

The new policy, once finalised, will take effect on 1 September 2018, although parents and carers will be able to request to use this new policy’s facilities from October 2017. We are keen to allow this early adoption as parents and carers have told us at previous events that they wish to benefit from our proposed new features earlier.

The council will also publish its full draft proposals on the features of the new travel assistance model in due course, and these will be available for public viewing and comment on: www.surreysays.co.uk.

We are keen to hear the views of as many parents and carers as possible. Therefore, we would like to encourage you to read the policy and feedback to us by completing the online survey via the SurreySays website by 29 September 2017.

As promised we will also be holding a further series of engagement events across county to provide parents and carers with the opportunity to meet with council staff to find out more about the new travel assistance policy and future service model, as well as feedback and ask questions.

Parents and carers who are unable to attend these events in person will have the opportunity to participate in the discussion via webinars.
