About the Conference: There has been a number of wide ranging in public procurement through the Public Contracts Scotland Regulations 2015 and The Procurement Reform (Scotland) Act 2014 that are currently affecting Housing Associations, Co-Operatives and Local Authorities. The changes are still very new and causing some confusion for a number of organisations with the differing changes in legislation and guidance from Scottish Government.
There is a number of questions that need to be answered for many housing associations:
- What do the changes really mean for me?
- When do I need to use the ESPD?
- Can I still use a PQQ?
- What changes does my Procurement Policy need?
- Do I need to produce a Procurement Strategy?
- What will happen if I don’t complete a Procurement Strategy – who monitors this?
- What is the Regulated and Non-Regulated Procurement Requirements?
- How do I create a Contract Notice on PCS?
- What type of Procurement do I use and for what situation?
