Proposed Revisions to Guernsey’s AML/CFT Regime
After much anticipation, the revised Handbook on Countering Financial Crime and Terrorist Financing, in final draft form, has been released by the GFSC. A number of changes have been made following the consultation, to which the combined GAT/STEP Technical Committee made a substantial response to in 2017. The revised draft legislation is due to take effect on 31 March 2019. The Commission will be formally making the rules in the Handbook during the first quarter of 2019 to allow time to address any technical issues within the rules and guidance which could hinder or prevent compliance with the revised regulatory framework. Rupert Morris of Walkers LLP will be providing an update on the Handbook at our bonus lecture.
Speaker Bio:
Rupert Morris is a partner and heads up the Wealth Structuring & Private Client Team at Walkers LLP in Guernsey. Rupert qualified as a Guernsey Advocate in 2010 and specialises in all forms of trust and private client work. He is instructed by many leading fiduciaries, financial institutions, Government Departments and UHNW individuals in respect of all aspects of local and cross-border private client and trust activities.
