What is the course about?
Supply chain capacity development (SCCD) is crucial for meeting the growing demands on aid delivery and as a key component of health system strengthening. SCCD is a complex and costly undertaking, which requires skills and knowledge beyond operational supply chain expertise. It is no longer about forecasting or procurement for the next campaign, or fire-fighting stock-outs. It is about systematically preparing for and undertaking capacity improvements.
The course focuses on national health supply chain systems strengthening and related theories of change. Participants learn about what makes a supply chain functional, and how to approach supply chain capacity-building systemically, to make the most of supply chain development activities. Participants will also learn about the tools and techniques for embarking on SCCD reforms within their organization, to detect early warnings of potential stock shortages, and to manage the entire supply chain capacity development programme cycle for successful and sustainable development.

Day 1: Introduction to SCCD
- Describe a systemic approach to SCCD in the context of broader health system strengthening.
- Discover what key enablers make supply chains functional, and how to approach SCCD from a systemic perspective to make most of your investment.
- Learn insights to having a winning mindset when embarking on SCCD reforms, and how to become aware of the early warning signs for SCCD programs likely to fail;
- Detect the early warning signs of SCCD programme failure.
- Understand why the provision of international aid fails in many contexts.
- Distinguish between technical assistance and capacity development, and explain other commonly used SCCD terms
Day 2: Planning for effective and sustainable SCCD
- Understand the steps involved in needs assessment approaches to determine capacity development priorities.
- Develop SCCD goals, objectives, activities, and tasks, informed by data and applied systemically.
- Clarify the factors to be considered when considering governance frameworks, human resources and the financial inputs required for effective capacity development.
- Identify and manage seven SCCD programme risk areas.
- Describe a stakeholder convening process and why it is important in capacity development.
Day 3: Execution of capacity development plans
- Apply the 6-point checklist to help in a systematic review of problems in SCCD programs.
- Discover the 5-step SCCD plan change process and the change form template.
- Understand the four support modalities and the main players in the SCCD Marketplace.
- Learn the four key areas of clarification before making decisions about engaging external SCCD partners for assistance.
- Apply personal strategies for time management and task prioritization.
Day 4: Problem resolution and change management
- Apply the 7-step problem resolution process, including 2 easy-to-use approaches for identifying potential causes to problems.
- Understand how confirmation bias and other human behaviours interfere with the SCCD program problem resolutions process, and how problem champions can manage these challenges.
- List the key qualities problem champions should possess to succeed in their assignments.
- Understand the 5 categories of change resistance and the strategies used to minimize that resistance.
Day 5: Risk management and review of activities
- Identify the risks for SCCD program sustainability, and ways to manage those risks for more lasting impact.
- Describe the 3-step SCCD program gate review process and benefits compared to traditional reporting.
- Describe why SCCD program evaluation matters, who uses the information and how SCCD outcomes can open doors for support even in areas beyond the supply chain context.
- List the key elements of a good TOR for Program Evaluation, and the essential characteristics of a good evaluation report.
- Apply a process to record lessons learned as part of an ongoing quality review.
