OBJECTIVES

The seminar will help you understand the regulation of Taxi and Private Hire Cars and the licensing framework which is in place under the Civic Government (Scotland) Act 1982. Thereafter, focus will turn to the role of a Civic Licensing Standards Officer outlining the enforcement powers open to such officers and then finally provide details as to enforcement issues that such Officers may encounter.

It will cover:

1. The purpose of the Civic Government (Scotland) Act 1982 in the context of Taxi and Private Hire Car Licensing

2. The framework that the Act creates to licence -

(a) vehicles,

(b) drivers, &

(c) Booking Offices

3. Enforcement

This seminar is aimed at legal practitioners, local authorities and police officers and staff who deal with licensing applications.

SPEAKERS

Niall Hassard, Legal Director, TLT. Niall advises licensed businesses across the entire licensed retail, licensed leisure and hospitality sector and handles high profile, contentious and multifaceted licensing applications across Scotland. His practice covers liquor, gambling and civic licensing, including HMOs. He is often instructed in licensing appeals in the Sheriff Court and the Court of Session. Niall has practised exclusively in licensing for approximately 10 years.
