Conference Purpose
The Advanced ELENA Course on “The Rights of Refugees” will take place on Friday 2 December and Saturday 3 December 2016. The Course will be held in the NH Berlin Mitte Leipziger Strasse hotel in Berlin, Germany.
This year the ELENA Course aspires to provide an engaging forum for legal practitioners and decision makers to discuss, analyse and reflect upon the legal avenues that can be used in order to advance the rights of asylum seekers and refugees. There will also be an examination of how exclusion and cessation clauses are applied. Finally, the course will focus on recent European jurisprudence on asylum law and the new roles of EU border and asylum agencies.
Conference programme
Friday 2 December 2016
Day one will feature James C. Hathaway, James E. and Sarah A. Degan Professor of Law and Director of the Program in Refugee and Asylum Law of the University of Michigan Law School, who will introduce the International Refugee Rights Regime before focusing on the right to freedom of movement for refugees.
Saturday 3 December 2016
Day two will start with a keynote speech by Judge Anne Power-Forde SC, associate tenant at Doughty Street Chambers and former judge at the European Court of Human Rights, on European jurisprudence on asylum law.
Day two will also examine the interplay between extradition, anti-terrorism measures, refugee and human rights law, as well as the application of exclusion, cessation and revocation clauses. We will conclude with a debate on the role of new EU asylum and border agencies and enhanced collaboration with third countries.

Conference Fee
The Conference fee covers all relevant costs including reading material, meals and a social evening on Friday 2 December 2016. Please note that the fee does not, however, include accommodation, travel to the event or an evening meal on Saturday 3 December 2016.
