Event Details

By popular demand, we are pleased to be holding a Design Review Panel CPD day, focusing on the importance of good design in the planning process. The event is aimed at design team members, local authority planning officers, Councillors and applicants/scheme promoters.

The morning will include presentations from Jenny Clifford (Head of Planning, Economy & Regeneration at Mid Devon District Council), Paul Brockway (Director at Hyas Associates), Richard Hawkes (Director at Hawkes Architecture) and Dr Matt Cowley ( Director at EAD Ecology).

These presentations will be followed by a Q&A session.

The afternoon will include a presentation by David Hawes (Urban Designer & Director at DHUD) followed a  design review / design guide workshop session.

Refreshments and opportunities to mingle will be provided throughout. The day will conclude with drinks; wine & fruit juice.

Design Review Panel feedback is a material consideration in the Planning process. Paragraph 129 of the National Planning Policy Framework (NPPF) states: -

"Local planning authorities should ensure that they have access to, and make appropriate use of, tools and processes for assessing and improving the design of development. These include workshops to engage the local community, design advice and review arrangements ... In assessing applications, local planning authorities should have regard to the outcome from these processes, including any recommendations made by design review panels."

The Design Review Panel was launched in 2013 upon the invitation of a group of local authorities to provide impartial, independent, multidisciplinary and expert peer review to design teams, applicants and local authorities.

Design Review Panel

The Design Review Panel provides an impartial, multi-disciplinary, constructive, expert, peer review process during the pre-application stage of the planning process, to applicants & local authorities

The aim is to provide an independent and impartial design review process, where a multi- disciplinary panel of built environment professionals review the design of significant built environment proposals.

 The Design Review Panel:-

  • is conducted by an independent panel of multi-disciplinary experts – practitioners with a different range of current experience and expertise in design and construction. As a prerequisite to joining the panel, these practitioners will have demonstrated a track record of good design in their own projects and the skills to appraise schemes objectively.
  • exists to offer constructive comments on schemes, aiding their improvement, but not to fundamentally redesign them.
  • advises and empowers the decision makers on how to improve design quality so as to meet the needs of their communities and customers.
  • supports decision makers in resisting poorly designed schemes.
  •  supports decision makers in approving well designed schemes.
