While there has been much attention in normative political philosophy to questions of secession and exit, annexation, expulsion, and immigration—all of which have to do with changing borders and memberships—almost no attention has been paid to the problem of accession. This is surprising given how consequential exclusion from international and regional fora can be. Membership in international and regional clubs often carries myriad benefits, not only in economic terms, but also political ones. Some examples include, say, Ukraine’s accession to the EU and/or NATO, UN Security Council, G7/8, G20, and so on. This workshop aims to address this shortfall by exploring such questions as: on what grounds can regional and international organizations permissibly exclude states that would like to accede? What principles should guide our assessment? Do states have the right to exclude another state from acceding to such clubs?
