The first half of this session will provide general information about the National Referral Mechanism including what it is, who it’s for and how the process works both internally and externally to the Police.

The second half will be the delivery of a domestic servitude case study of a successful NRM referral and subsequent police prosecution – this will be building on the second session we delivered where we explored the signs and indicators to look out for in those vulnerable to exploitation. We will be able to see how this victim was vulnerable and became exploited.

Participants will have the opportunity to:

be better informed on the workings of the NRM
learn about the effectiveness of the NRM with a real-life case study
understand how different vulnerabilities can lead to exploitation

Trainers

DC Carla Cullinane and DC Eloise Owen both work in the Metropolitan Police Service’s Modern Slavery and Child Exploitation Central (MSCE) training team. Between them they have over 35 years policing experience, mainly in safeguarding roles. They have both been in the training team for the last 2 years.

This team is very unique as it is one of the only training teams actually based alongside an operational team. The MSCE Training Team design and deliver bespoke training across the MPS and also to external partners. They have recently delivered training to over 10,000 officers on the Child Exploitation Protocol and also delivering the College of London Accredited Modern Slavery Investigators Course.

Over the next few months, they will deliver MS training across the MPS including: SNT, response, CID and Met CC and run a partnership training day on each of the 12 BCUs. They are also rolling out Op Make safe which is a Met wide initiative developed in partnership with London boroughs to raise awareness of Child Exploitation in the business community such as hotels, licensed premises, taxi companies, shops and care homes.

Prior to joining the central team, Carla had spent all of her career policing different areas of south London with the last 8 years in a child protection team. Eloise’s service has all been on Croydon borough (prior to the central team) and for the last 3 years was working in the child sexual exploitation team.
