The Worcester Lecture 2018: ‘Terrorism In Perspective’

The Worcester Lectures, hosted by the University of Worcester and Worcester Cathedral, are an annual contribution to the rich cultural heritage of Worcester, celebrating and further strengthening the links between the two institutions. As a common theme, the lectures aim to explore the important area of morality in public life. This year, the lecture will be delivered by David Anderson QC, Barrister and former Independent Reviewer of Terrorism Legislation.

After spells in Washington DC and at the European Commission in Brussels, David Anderson has practised from Brick Court Chambers in London since 1988, taking silk in 1999. He has appeared in many leading cases in the EU Court of Justice and European Court of Human Rights, as well as the full range of English courts and tribunals, and is a Visiting Professor at King’s College London.

For six years until February 2017, David served as Independent Reviewer of Terrorism Legislation. In this capacity he travelled and consulted widely with those affected by counter-terrorism laws. His 20 published reports were frequently cited in the courts and in Parliament: two of them, A Question of Trust (2015) and Bulk Powers Review (2016) have been described as blueprints for the Investigatory Powers Act 2016. More recently he oversaw internal reviews by MI5 and Counter Terrorism (CT) Policing into their handling of intelligence, prior to last year’s terrorist attacks, reporting in December 2017.

David monitored media freedom for the Secretary General of the Council of Europe in Russia, Ukraine, Georgia and Turkey, has lectured in more than 20 countries on legal and security topics, and since 2005 has been a part-time judge in England and the Channel Islands. In 2015 he was chosen by Halsbury’s Laws as Legal Personality of the Year, and in 2017 as one of the Evening Standard’s 1000 most influential Londoners.

In his lecture, David will use his recent experience as the security-cleared reviewer of the UK's counter-terrorism and surveillance laws to give a historical and comparative perspective on modern-day terrorism and our reactions to it.
