Sut i ddeall cytundebau masnach newydd y DU a'u goblygiadau i iechyd a llesiant ar y boblogaeth yng Nghymru

Am dros bedwar degawd, mae'r UE wedi delio â'r rhan fwyaf o bolisi masnach y DU. Nawr, wrth i'r wlad adennill ymreolaeth dros ei phenderfyniadau polisi masnach, rhaid i'r llywodraeth ystyried ei hymagwedd yn ofalus wrth ddilyn cytundebau masnach rydd. Mae Llywodraeth y DU eisoes wedi cytuno ar gytundeb masnach gyda’r UE, ac yn ddiweddar, mae wedi gwneud cais ffurfiol i ymuno ag un o gytundebau masnach rydd mwyaf y byd, sef Partneriaeth Gynhwysfawr a Blaengar y Môr Tawel (CPTPP).

Bydd gan y ddau gytundeb hyn oblygiadau sylweddol i ystod o benderfynyddion iechyd gan gynnwys safonau bwydydd, rheoliadau tybaco ac alcohol, amodau gwaith a diogelu'r amgylchedd ar draws pedair gwlad y DU, sy'n cynnwys Cymru. Ond a yw system iechyd y cyhoedd yn barod i wneud y mwyaf o'r cyfleoedd iechyd y gallai'r cytundebau hyn eu cynnig, ac a all liniaru unrhyw risgiau posibl? Beth fydd y goblygiadau i Gymru?

Nod y dosbarth meistr rhithwir dwy ran hwn yw rhoi dealltwriaeth well a manylach i arbenigwyr iechyd y cyhoedd, llunwyr polisi ac arweinwyr y sector cyhoeddus o sut y gallai cytundebau masnach y DU-UE a CPTPP ddylanwadu ar benderfynyddion iechyd a llesiant. Y nod yw rhoi'r wybodaeth angenrheidiol i gyfranogwyr i gefnogi gwell eiriolaeth dros iechyd a thegwch iechyd ym maes polisi masnach.

Arweinir y dosbarth meistr gan Dr. Courtney McNamara, Uwch Gydymaith Ymchwil yn y Ganolfan Ymchwil Anghydraddoldebau Iechyd Byd-eang.

Bydd Rhan 1 yn canolbwyntio ar yr effeithiau iechyd a ddaw wrth i’r DU ymuno â'r CPTPP.

Bydd pob sesiwn yn cynnwys:

• Trosolwg o ganfyddiadau asesiadau blaenorol o'r effaith ar iechyd mewn perthynas â chytundebau masnach rydd;

• Dadansoddiad o'r iaith a ddefnyddir mewn cytundebau masnach, gyda ffocws ar sut i'w dehongli, a'r hyn y mae'n ei olygu ar gyfer iechyd a llesiant;

• Dadansoddiadau ymarferol o bob cytundeb a’r goblygiadau ar gyfer iechyd, llesiant a'r GIG yn y DU.

How to understand new UK trade agreements and their implications for population health and well-being in Wales

For over four decades, the EU has handled most of the UK’s trade policy. Now, as the country regains autonomy over its trade policy decision-making, the government must carefully consider its approach in pursuing free trade agreements (FTAs). The UK government has already agreed a trade deal with the EU and has recently formally applied to join one of the world’s largest FTAs, the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP).

Both of these agreements will have significant implications for a range of health determinants including foods standards, tobacco and alcohol regulations, working conditions and environmental protection across the 4 nations of the UK, which includes Wales. But is the public health system ready to maximise opportunities for health that these agreements might bring, and mitigate any potential risks? What will be the implications for Wales?

This two-part virtual masterclass aims to equip public health specialists, policy makers and public sector leaders with a better, more detailed understanding of how the UK-EU and CPTPP trade agreements might influence the determinants of health and wellbeing. The aim is to equip participants with the necessary knowledge to support better advocacy for health and health equity in the realm of trade policy.

The masterclass will be led by Dr. Courtney McNamara, a Senior Research fellow within the Centre for Global Health Inequalities Research.

Part 1 will focus on the health impacts of the UK joining the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP).

Each session will include:

• An overview of findings from previous health impact assessments (HIAs) of free trade agreements;

• An analysis of the language used in trade agreements, with a focus on how to interpret it, and what it means for health and well-being;

• Practical analyses of each agreement and implications for health, well-being and the NHS in the UK.

Participants may enroll in one or both parts.
