General housing briefing

Duration: 2 hours

NOTE: This briefing is intended for advice agencies providing a general overview of housing under Universal Credit. Landlords (social or private sector) will have their own briefing separate to this programme.
Universal Credit amalgamates six benefits into one single service, including Housing Benefit. This module will provide advice agencies with an overview of how housing works with universal credit:

  • Housing types and UC implications (eg, Social Housing, Private Rented Sector, boat moorings etc);

  • Temporary & specified accommodation arrangements;

  • Service Charges;

  • Verification of costs (including Trusted Partner status and the Landlord Portal);

  • Housing Benefit run-on

  • Alternative Payment Arrangements (inc Managed Payment To Landlord);

  • Third Party Deductions system;

  • Sustaining tenancies and Homelessness Reduction Act;

  • Decision making and impact of sanctions on wider claim;

  • Where to go for further information.

Universal Credit replaces legacy payments with a single monthly payment – merging six benefits into one, covering both in and out of work benefits. It enables those who are able to work to improve their prospects, and supports those who are unable to work. Under the recently revised rollout schedule, Universal Credit will roll out in the Bristol area in June, September and October 2018.
Universal Credit is not ‘just another benefit change’, it is the biggest welfare transformation in a generation changing not only systems and processes, but also culture and approach. Key to delivering Universal Credit successfully is building strong relationships locally, working closely with all our stakeholders and partners. All organisations recognise the importance of partnership working to ensure the individual claimant is supported in understanding their entitlement, and that barriers are overcome to enable the individual to navigate the benefits system.
This comprehensive programme will ensure that all partners are fully briefed and can support claimants through the changes ahead, ensuring a safe delivery of Universal Credit in Bristol.

Partnership
This programme has been developed by a local partnership to ensure local agencies are prepared and upskilled to support Universal Credit claimants. Partners have worked with local agencies to identify information needs, learning objectives and content.

Scope
It is important to note that the above briefings specifically focus on the detailed workings of Universal Credit and how it affects, or is affected by, the briefing topic. The briefings will not cover wider welfare reforms, other benefits (eg PIP, DLA etc) or wider debates.
Each briefing is designed as a self-contained package, thus your organisation can attend one or all eight; it will depend on your organisation’s key client group.
These briefings provide factual detail for the implementation of Universal Credit in Bristol; we will not engage in political debate.
Universal Credit is constantly being updated based on service user, partner and staff feedback. The information conveyed in these briefings will be fully up-to-date on the day of delivery; however partners are urged to keep their knowledge current via gov.uk.

Capacity & Train-the-Trainer
We do not have the capacity to train all frontline service delivery staff & volunteers across all partner organisations. Delegate lists will be closely moderated by Shelter, an independent charitable organisation, to ensure all organisations benefit from the programme.
We request you identify ONE trainer from your organisation to participate in the programme and share their learning internally for all your staff/volunteers.
