Update on China's New Cosmetic Regulations

In May 2021, the first phase of the new Chinese cosmetics regulation (CSAR) came into effect. The CSAR made headlines in the industry as the world’s largest cosmetics market could now be entered without animal tests. Despite some initial technical glitches, the new online registration system has proven to be more efficient and faster to work with than what was feared.
However, on January 1, 2022 Chinese authorities imposed additional safety and quality measures requiring detailed documentation of raw materials and efficacy claims. These requirements apply to both new and existing cosmetic product registrations.
The new measures will increase the workload for cosmetic product registrations and may cause delays. Plus, suppliers and cosmetic brands alike will have serious concerns with regards to disclosure of confidential information.
In an effort to provide support to Leaping Bunny certified companies potentially interested in registering in Mainland China, the Coalition for Consumer Information on Cosmetics (CCIC), which operates the Leaping Bunny program in the US and Canada, has partnered with Knudsen&CRC, a Shanghai based regulatory consultant and King & Wood, Mallesons, a law firm specializing in foreign investments in China to bring you the latest information and requirements for entering China.

About the Speakers
Sue Leary, President of American Anti-Vivisection Society and Chair of the Coalition for Consumer Information on Cosmetics
Sue has a B.S. in Biology and M.S. in Nonprofit Management. Her career has focused on coordination of programs and services; education and advocacy; administration and planning; and membership development in nonprofit organizations. Since 1995, she has served as President of American Anti-Vivisection Society (AAVS) and the Alternatives Research & Development Foundation (ARDF). Aligned with AAVS’s mission, ARDF funds and promotes the development of non-animal alternative methods for use in biomedical research, product testing, and educational demonstrations. Sue is Executive Editor of the AV Magazine and Chair of the Coalition for Consumer Information on Cosmetics (CCIC), which operates the Leaping Bunny Program. She has served on a number of boards, including the Global Federation of Animal Sanctuaries.
Mette Knudsen, Founder of Knudsen&CRC
Mette is the founder of the Knudsen CRC teams, assisting cosmetics brands in Asia and Europe with product certifications and regulatory compliance. Since 2017, Knudsen&CRC has been instrumental in the work on removing mandatory animal test from the Chinese market and were behind the pioneering Leaping Bunny Pilot. Mette is presently working from the new offices in Europe, but is eager to return home to Shanghai in February.
Mark Schaub, Partner of King & Wood, Mallesons
Mark is a partner of King & Wood, Mallesons. He is a lawyer specializing in foreign investment into China, especially for consumer facing companies. He worked as a lawyer in Shanghai from 1993 to 2018 and was the first foreign lawyer to join King & Wood Mallesons in 2000. Since 2018 he split his time between Europe and China until covid and now is happy if he is allowed to occasionally leave the house.
