It is Black Friday and shoppers are going wild. Riot Squads and even the National Guard are put on standby in a US state as unrest threatens to turn into looting and riots.

This is a megagame. 20 or so players take the roles of Mayors, Police Chiefs and Emergency Services managers and work as teams to try to keep order in several US cities. And could there be something else at the root of the unrest?
