Study of the experiences of young people prior to, during and following referral to secure accommodation - lessons for policy and practice

Secure accommodations are residential homes with approval to restrict the liberty of young people aged 10 -17 years of age who are a serious risk to themselves or to others. While young people often enter secure (or alternative) accommodation via the criminal justice system, many are placed by social services for welfare reasons and there is little sign of this practice diminishing. This troubling situation is further complicated by a scarcity of secure placements in Wales which sees many young people being placed outside of Wales or having no bed in secure care due to a lack of availability.

At present there is little research evidence of what had led to this or what can be done to improve matters. To give better insight a recent project commissioned by Social Care Wales and conducted by CASCADE at Cardiff University explored the experiences of young people from Wales prior to, during and following a referral to secure accommodation. Many findings caused deep concern and led to a series of recommendations.

The workshop will give an opportunity for practitioners and managers to hear about the study and its findings, and use these as a platform for collaborative discussion of

  • The study recommendations
  • The extent to which the recommendations map onto practice experience and whether they would profit from amendment
  • Barriers envisaged when implementing the recommendations
  • How such barriers could be overcome

Mae llety diogel yn gartrefi preswyl gyda chaniatâd i gyfyngu ar ryddid pobl ifanc rhwng 10 ac 17 oed sy’n berygl difrifol iddyn nhw eu hunain neu i bobl eraill. Er bod pobl ifanc yn aml yn mynd i mewn i lety diogel (neu amgen) drwy'r system cyfiawnder troseddol, mae llawer yn cael eu lleoli gan y gwasanaethau cymdeithasol am resymau lles ac nid oes llawer i ddangos bod yr arfer hwn yn prinhau. Cymhlethir y sefyllfa drafferthus hon ymhellach gan brinder lleoliadau diogel yng Nghymru a lleolir llawer o bobl ifanc y tu allan i Gymru neu nid oes gwely iddyn nhw mewn gofal diogel oherwydd diffyg argaeledd.

Ar hyn o bryd nid oes llawer o dystiolaeth ymchwil ynghylch beth a oedd wedi arwain at hyn na beth y gellir ei wneud i wella pethau. Er mwyn cael gwell dealltwriaeth, roedd prosiect diweddar a gomisiynwyd gan Ofal Cymdeithasol Cymru ac a gynhaliwyd gan CASCADE ym Mhrifysgol Caerdydd yn edrych ar brofiadau pobl ifanc o Gymru cyn, yn ystod ac ar ôl atgyfeiriad i lety diogel. Achosodd llawer o'r canfyddiadau bryder mawr gan arwain at gyfres o argymhellion.

Bydd y gweithdy yn rhoi cyfle i ymarferwyr a rheolwyr glywed am yr astudiaeth a'i chanfyddiadau, ac yn defnyddio'r rhain fel platfform ar gyfer trafodaeth gydweithredol o

  • Argymhellion yr astudiaeth
  • I ba raddau y mae’r argymhellion yn mapio ar brofiad ymarfer ac a fyddai eu diwygio o fudd iddynt
  • Rhwystrau a ragwelwyd wrth weithredu’r argymhellion
  • Sut y gellir goresgyn y fath rwystrau

**Mae’r digwyddiad hwn yn rhad ac am ddim ac wedi’i ariannu gan Exchange.
