The trade negotiation between the U.S. and China has been ongoing for more than a year during which we see escalating tension between the two nations and retaliatory sanctioning from both sides. It is widely believed that the U.S. sees China as a great competitor for dominant leadership in the world. Nevertheless, no country in the world will benefit in the long run from the antithesis between the U.S. and China be it in trade, technological development or in environmental issues, etc.

China is keen to resolve – or at least de-escalate – the trade negotiation for they are increasingly worried about the effects of the trade negotiation on the slowing Chinese economy, and they would not want to be cut off from US technology that they see as critical to upgrading China’s economy and ensuring long-term sustainable growth. On a similar note, clinging onto the cold-era mentality does the U.S. no good but harm. The trade tensions would only jack up cost of production for many industries, severely affecting employment. In fact, many speculate that if no deal is reached with China, global recession will be the inevitable outcome.

As of now, tensions have escalated again and uncertainties are looming; with the mercurial Trump and hardliner Xi being brought to the wrestling arena, we shall see if the negotiations progress or continue to be stuck in impasse. We are honoured to invite you to join us for a panel discussion on the trade negotiation with the focus on challenges faced by banking industry, regional security and regulatory issues in policy implementation.

He has the ability to operate within the complexity of Chinese working culture and dynamic to deliver strategic business agenda with results. Currently, a banker with Bank of Singapore, helping High Net Worth Individuals within Greater China Region to growth their wealth in Asia. Leveraging cross border treasury solutions, trusts and other structures to provide comprehensive one-stop solutions. He has effective network within the China and Non-China Financial Industry. He holds a MBA from Duke University and is a CFA, ChFC and CLU charterholder.

About Alexander Neill



Alexander Neill is a Shangri-La Dialogue Senior Fellow for Asia Pacific security at the International Institute for Strategic Studies Asia (IISS-Asia) office in Singapore. He is responsible for the IISS China programme, developing a comprehensive research agenda with key partners from the strategic community in China. Alexander worked for the British government in his early career focusing on Asia Pacific security, including three years on secondment to the United States Department of Defense in Washington DC. From 2005, he served as Head of the Asia Security Programme at the Royal United Services Institute for Defence as Security Studies (RUSI) in London. A graduate of London University’s School of Oriental and African Studies (SOAS), he has published on Chinese strategic security issues but also has wider interests and expertise in Asian security, including counter-terrorism, deterrence strategy and military modernisation

About Pauline C Reich

Pauline Reich is a senior fellow with the Centre of Excellence for National Security (CENS) at S. Rajaratnam School of International Studies (RSIS). Her research focuses on evolving legal, policy and regulatory issues arising from the cyber domain, such as cybercrime, cybersecurity and data-privacy challenges in domestic, regional and international contexts. Ms Reich has served as a member of a United Nations expert team reviewing cybercrime curriculum modules for universities worldwide, and is an ongoing member of the Regional Asia Information Security Exchange, an interdisciplinary and multinational research group.Ms Reich is an attorney licensed in the United States; for 22 years she was a tenured full professor at Waseda University School of Law in Tokyo. She was the founder/director of the Asia-Pacific Cyberlaw, Cybercrime and Internet Security Research Institute. Her publications include the law treatise Cybercrime and Security and Law, Policy and Technology: Cyberterrorism, Information Warfare and Internet Immobilization.
