The Royal Navy despised the Army but Kaiser Wilhelm was seen as a threat causing the need for a comprehensive invasion exercise to bring the armed forces into the modern era. In 1904, for the first time ever, the two services co-operated and between Clacton & Holland-on-Sea six cruisers landed two divisions to march inland & 'take' Witham.
