There are steps from the pavement over the embankment wall, then a ramp down to the pier that can be extremely steep at low tide. There are steps onboard down to the lower saloon.

Black licensed taxis pass regularly along Victoria Embankment. 
Ranks at Charing Cross Station,Embankment Place (under rail bridge) & Savoy Hotel.
 A Red Route loading box is  just before Temple Pier on Victoria Embankment
