Legal Hackers Scotland

The Independent Review of the Regulation of Legal Services in Scotland was launched by the Scottish Government on 25 April 2017. The stated purpose of the Review was to make independent recommendations to reform and modernise the statutory framework for the regulation of legal services and complaints handling.
Full details of the Review recommendations can be found in the <A HREF="https://www2.gov.scot/About/Review/Regulation-Legal-Services" TARGET="_blank" DATA-MSYS-CLICKTRACK="0" REL="nofollow noopener noreferrer">Report</A>. Whilst the Review makes 40 recommendations, the primary recommendation is that there should be a single regulator, independent of both government and those it regulates, for all providers of legal services in Scotland. The proposed single regulator's remit will include entry, standards and monitoring, and complaints and redress. 
This event provides a unique opportunity for those involved in the legal sector in Scotland to learn more about the Review, its recommendations, and the next steps. We will hear from each of the panellists followed by a Q&A session to enable questions from the floor.

Esther A Roberton
Esther was appointed by Scottish Ministers to lead the independent review of the regulation of legal services in Scotland in April 2017. 
She is the Chair of NHS 24, a Fellow of the Scottish Council for Development and Industry and a Member of the Electoral Reform Society Group. Esther has held a number of senior positions throughout her career:-

Neil Stevenson
Neil is the Chief Executive of the Scottish Legal Complaints Commission. 
His previous background combines significant experience of regulation and complaints, and of the Scottish legal services market.  Neil currently sits on the Council of the Advertising Standards Authority, involved in both the governance of the organisation and in adjudication on complaints within the £20 billion UK advertising industry; he is a member of their Audit and Risk Committee.
In 2009 he was appointed by the Privy Council to sit on the General Dental Council, the regulatory and complaints body for 104,000 dental professionals in the UK and he served two terms on the Board (demitting in September 2017) as well as chairing the Remuneration Committee.  Between 2004 and 2015 Neil worked with the Law Society of Scotland, latterly as their Director of Representation and Professional Support.  He has previously held a number of other Executive and Non-Executive Director roles in organisations spanning the legal sector, healthcare, consultancy, and oil and gas. 
Neil holds a Law degree from Edinburgh University, and a Masters in Quality Management from Birmingham University (focussing on a comparative analysis of regulatory quality systems for doctors and lawyers).  He is also Vice-chair and a trustee of Changing the Chemistry, a peer network supporting diversity of thought on UK boards, and is also co-chair of their graduate group. 
 
Roddy Dunlop QC
Roddy is the Treasurer of the Faculty of Advocates. 
He has a wide and varied caseload which has given him a great deal of experience in court, appearing at every level within the Scottish civil court system. His expertise covers media law, professional negligence, professional discipline, insurance law, commercial disputes, procurement, intellectual property, human rights, prescription and limitation, and judicial review. He is the only Scottish silk to be ranked in seven separate practice areas by Chambers UK, who place him as a Band 1 Silk in the areas of professional discipline, professional negligence, commercial dispute resolution, media law, medical negligence and public procurement.
 
Christine McLintock
Christine is a past president of the Law Society of Scotland and served on Esther Roberton’s advisory panel for the duration of her review. 
Before the merger of McGrigors with Pinsent Masons, Christine was the Risk & Knowledge Management Partner and a member of the Board of McGrigors. She then became General Counsel for Pinsent Masons and headed up the Risk, Compliance and In-House Legal Services Group. In May 2013, she retired as a partner in Pinsent Masons to explore consultancy and non-executive opportunities. Christine has an extensive record of involvement with the Law Society of Scotland. She joined Council in 2005 and has served on the Society's Board since its inception in 2009. Prior to that, she was a member of the Strategy and Governance Group, as well as being the Convenor of the Education & Training Committee since 2007. In that role, Christine was responsible for delivering the new route to qualification, working with the Education & Training Policy Team.
 
MODERATOR
Professor Donald Nicolson OBE
Donald is the Director of the Law Clinic at the University of Essex, where he also currently teaches Jurisprudence and various clinical courses. 
He was previously a Professor at the University of Strathclyde where he founded its multi-award winning Law Clinic, and a Lecturer at the Universities of Bristol (where he established its Law Clinic) and Reading. He has published numerous articles and a co-authored book on lawyers' ethics, various articles on clinical legal education, a co-edited book on affirmative action, a book and articles on evidence in Scotland, articles on evidence theory, articles and a co-edited book on criminal law, and articles on law and gender, feminist legal theory and adjudication. His current research interests are in the areas of evidence, law clinics, and lawyers’ ethics, with particular reference to moral development.
Donald sits on the editorial board of Legal Ethics and the International Journal of the Legal Profession and is a trustee of the Clinical Legal Education Organisation. He was awarded an OBE for services to the legal profession in 2011.
