Centre for International Law panel on Inter-State applications to protect human rights: present achievement and future reform

Having the ability to file a complaint about human rights violations before an international body is crucial for the effective enforcement of international human rights law. Whilst individuals are able to file complaints before regional human rights courts or UN Treaty Bodies, various human rights treaties also establish inter-state complaint mechanisms.This webinar will delve into those inter-state complaint mechanisms more broadly with a particular focus on the European system. It will explore the effectiveness of different inter-state applications mechanisms, discuss the recent trends and developments within Europe, including in response to the conflict in Ukraine, as well as examining the need and directions for reform of the mechanisms in question.Speakers:Sir Malcolm Evans KCMG, OBE, FLSWSir Malcolm is Principal of Regent’s Park College, Oxford. He was formerly Professor of Public International Law at the University of Bristol and Chair of the United Nations Sub-Committee for Prevention of Torture. In 2015, he was appointed KCMG for services to the prevention of torture and the promotion of religious liberty, having previously been awarded the OBE in 2004.Ben Emmerson CBE KCBen Emmerson is a British barrister, specialising in public international law, human rights and humanitarian law, and international criminal law. From 2011 to 2017, he was the UN Special Rapporteur on Human Rights and Counter-Terrorism. Mr Emmerson has acted for a number of foreign Governments in connection with international armed conflicts, including the Governments of Croatia, Cyprus, Georgia, and Ukraine.Margarita SokorenkoSince August 2022, Margatira is acting as an Agent of the Ukrainian Government at the European Court of Human Rights. Margarita represented Ukraine in a number of inter-State cases including in Ukraine and the Netherlands v. Russia. Previously, she worked as the Deputy Head of the Secretariat of the Agent of the Ukrainian Government at the European Court of Human Rights.Ivan LishchynaMr Lishchyna acted as a Deputy Minister of Justice – Agent before the European Court of Human Rights at Ministry of Justice of Ukraine in 2016-2021. He was educated at theQueen Mary University of London (LL.M., International Dispute Resolution) and Yaroslav the Wise National Law University (Specialist in law). Currently, Ivan is leading a boutique law firm, located in Kyiv, consulting clients on international investment and commercial arbitration, and cross-border litigation.Moderators:Lawrence Hill-CawthorneLawrence Hill-Cawthorne is an Associate Professor in Law at the University of Bristol. He has a DPhil from the University of Oxford and has research interests in a range of areas of public international law.
